Bill Name: Condemning the recent violent actions of the Government of Myanmar against anti-government protests
Bill Description: Summary: Condemning the recent violent actions of the government of Burma/Myanmar and the State Peace and Development Council against anti-government protests and opposition activists as well as members of civil and religious society and for other purposes.

Resolution:
Whereas in 2007 the Government of Burma/Myanmar launched actions against citizens in major cities and suburbs throughout Burma/Myanmar protesting the current ruling faction.

Whereas for decades, Burma/Myanmar's army has waged a brutal war against ethnic groups in which soldiers have razed villages, raped women and killed innocent civilians.

Whereas Burma/Myanmar is considered to be an "outpost of tyranny" by United States Secretary of State Condoleezza Rice in 2005.

Whereas on September 5, 2007, Burmese troops forcibly broke up a peaceful demonstration in the city of Pakokku and injured three monks.

Whereas the junta crushed a pro-democracy movement last week when troops used live ammunition, tear gas and batons to drive demonstrators off the streets. Hundreds of people, including Buddhist monks, were arrested for their role in the demonstrations. Many monasteries were ransacked and sealed.

Whereas on September 27, 2007, the junta security forces began raiding monasteries across the country to quell the protests, arresting at least 200 monks in Yangon and 500 more in the northeast.

Whereas the radio station Democratic Voice of Burma reported that nine civilians, including Japanese photographer Kenji Nagai, had been shot and killed by the armed forces in the protest.

Whereas the government says 10 people were killed in the crackdown, but dissident groups and foreign governments say the number is far higher.

Whereas during the 2007 anti-government protests, Burma/Myanmar have completely shut down all internet links from its country in an attempt to stifle opposition but cited "a break in an underwater cable."

Resolved by the Senate and House of Representatives of the United States, it is the sense of the Congress that

(a) deplores the continued repression of ordinary citizens by the Burmese regime and we were deeply concerned by reports of further acts of violence perpetrated this week by security officials against peaceful demonstrators

(B) the Government of Myanmar has failed in its' commitment to human rights and good governance as foundational principles; and

II. Congress--

(A) condemns the Government of Myanmar's violent suppression of political and human rights through its military, police force, and security forces that deliberately inflict gross physical harm, intimidation, and abuse on those legitimately protesting the failing policies of the government;

(B) holds those individual police, security force members, and military involved in abuse, violence and torture responsible for the acts that they have committed;

(C) condemns government harassment, intimidation, torture and execution of Buddhist monks and civilians attempting to protest peacefully;

(D) condemns the harassment and shooting of civilians, journalists and others;

(E) calls on the Government of Myanmar to cease immediately its violent campaign against fundamental human rights and to restore the rule of law while adhering to the principles embodied in the Universal Declaration of Human Rights: freedom from torture or to cruel, inhuman or degrading treatment or punishment, arbitrary arrest, detention or exile and freedom of peaceful assembly and association;

(F) calls on the United States as well as leaders of the Association of Southeast Asian Nations (ASEAN) and the United Nations to intervene with the Government of Myanmar and apply appropriate pressures to resolve the economic and political crisis.
