Bill Name: Health Care Coverage Act
Bill Description: A BILL to extend health insurance to every American while preserving individual choice and personal responsibility.

SECTION 1. SHORT TITLE

This Bill may be cited as the 'Health Care Coverage Act.'

SECTION 2. EXTENSION OF MEDICAID

(a) All individuals living below the poverty line will hereby be eligible for full Medicaid coverage.

(B) The federal government will pay for one half of the subsequent increase in costs, and the states will pay for the other half.

SECTION 3. ESTABLISHMENT OF HCB

(a) The Health Care Board is hereby established and placed in the Department of Health and Human Services.

(B)(i) The HCB will be responsible for ensuring that all eligible persons are insured through Medicare, Medicaid, or through private insurance.

(ii) The HCB will provide those without insurance with a list of low-cost private insurance plans from which to choose.

(iii) When filing taxes, eligible persons must provide proof of insurance either through a private insurance plan or through Medicaid or Medicare.

SECTION 4. TAX CREDITS

(a) All eligible persons insured through private insurance will receive a tax credit, as determined by the HCB, to ensure that they do not pay more than 6% of their income in health care premiums.

(B) If an individual pays less than 6% of his income in health insurance premiums, then he or she will not receive a tax credit.

SECTION 5. DEFINITIONS

(a) "Eligible persons" refers to all citizens of the United States and all aliens legally residing in the United States.

(B) "Private insurance" refers to a type of health insurance provided by a private party that meets minimum standards of basic coverage as established by the HCB.

SECTION 6. FUNDING

This Act is estimated to cost about $100 billion.
