Bill Name: Poverty Teaching Incentive Act,
Bill Description: A Bill

To increase incentives for teachers to teach in high-poverty schools.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

Section 1. Short Title.

This bill may be cited as the 'Poverty Teaching Incentive Act.'

Sec. 2. Definitions

(a) "High-poverty school" refers to a public school where 50% or more of students are eligible for reduced or free school lunches under federal law.

(b) "Qualified teacher" refers to a teacher, with at least a bachelor's degree, who is fully licensed to teach within the state he or she is teaching in. The teacher must be a full-time teacher, and not a substitute teacher.

© "Highly-qualified teacher" refers to a qualified teacher with a Master's or Professional degree in a subject relevant to what he or she teaches. The teacher must be a full-time teacher, and not a substitute teacher.

Sec. 3. Incentives for Teachers

(a) Any qualified teacher who teaches in a high-poverty school will have up to $50,000 of his or her gross income earned from teaching exempt from income taxes.

(b) Any highly-qualified teacher who agrees to teach in a high-poverty school for a minimum of five years will be eligible for loan forgiveness for any loans that teacher may have accumulated while attending graduate school. Any breach of this contract can result in the obligation to repay the loans, as directed by the Secretary of Education.
