Bill Name: Gang Free School Zone Act
Bill Description: A BILL

To create a gang free school zone

SECTION 1. SHORT TITLE.

This bill shall be cited as " Gang Free School Zone Act"


SECTION 2. FINDINGS

1. Gang violence across America is on the rise.

2. Gang violence accounts for over 35% percent of homicide committed in the United States.

3. Around 772,000 people in the United States are members of gangs.

4. An estimated 50% of gang members are under the age of 18.

5. It is estimated that 24,500 gangs are active in the United States.

6. Most gangs recruit new members from the local neighborhoods where they live.


SECTION 3. Cracking Down on Gang Activity

1) Charges shall be doubled for anyone convicted of carrying out gang activities within a 1,400 feet of a school zone.
2) Educate the students and their parents on gang violence and what to look for if they suspect someone of being in a gang.
3) Promote the benefits of staying in school vs. the negatives of joining a gang.
4) Create an anonymous tip hotline that focuses on gang activity.

SECTION 4. Definitions

1) Gang Activity- Recruiting, Gang Fights and or Gang Violence, Gang Initiation Rituals, Narcotics distribution( Charges covered by Drug Free School Zone Act).
2) School Zones- Elementary Schools- Public, Private/ High School-Public,Private/ College- Public or Private/ Daycare Centers


SECTION 5. Enactment

1) All provisions in this legislation shall take effect immediately after Constitutional passage and shall supersede any legislation concerning Senate Rules or concurrent legislation.
