Waterboarding Restrictions

I. WHERAS this bill takes place immediately after signed by the President.
II. WHERAS this bill makes it completely illegal to water board in the United States.
III. WHERAS if a person/party is illegally water boarding. The punishment will be determined at a federal judges decision of the situation.

You also have to think that what would you want if you were on the other side?
It's reserved for the worst terrorists and should stay that way.
So do you want to know what the 'second' most effective and 'worst' form of torture that we use is? We take a giant caterpillar, I don't know what breed, but it's like the size of a chihuahua, and we put it in the cell with the terrorist(s). Mmm hmm... a caterpillar. They end up being terrified at this slimy thing they've never seen before crawling around in their cell trying to eat them. So, all in all, waterboarding is a cakewalk... especially when you think of what could be worse.
