Statehood Act of 2010

Whereas 3 American Regions are not considered states
Part I: Washington DC
Creating a new Federal district consisting of Congress, the White House, etc. The rest of DC becomes the territory of New Columbia (the part where people live), which is then admitted into the union.
A new Federal District shall be created consisting of Federal government buildings where nobody lives shall be created. This Federal District's southern boundary shall be Independence Avenue extending east from Ohio Drive to Second Street Southeast; its westernmost boundary shall be the Potomac River. The Federal District�s northern boundary shall be defined by Constitution Avenue extending from the intersection of Constitution Avenue and Ohio Drive east to Second Street Southeast. The small segment of Pennsylvania Avenue which bisects Constitution Avenue shall be considered part of the northern boundary of the Federal District. This parcel of land shall be further demarcated by what shall be known as the Executive Allotment. This Allotment�s northernmost boundary shall be established at Pennsylvania Avenue Northwest extending from Seventeenth Street Northwest to Fifteenth Street Northwest. The area between these streets extending south to Constitution Avenue shall also be a portion of the Federal District.
The remainder of the former District of Columbia shall become the territory of New Columbia.
Section II: Peurto Rico
The island of Peurto Rico shall now be admitted to the Union.
Section III: American Samoa
The island of American Samoa shall now be admitted to the Union
Section IV: States
The regions of DC listed above, Peuro Rico, and American Samoa shall now be admitted to the Union. All taxes, laws, and policies shall be put upon these regions. The states are just like every state, and shall have no differant rules or regulations.
The sections of New Colombia listed above shall become the 51rst state of the United States.
Peurto Rico shall become the 52nd state of the United States.
American Samoa shall become the 53rd state of the United States.
Section V: Governments
Each state listed above shall have its own government. These governments will vary, due to the functioning of the game.
Process I: Each Senate Leader from the Democratic and GOP party shall choose 1 senator and 1 House Representative for each state. This will give each new state 2 Senators and 2 Representatives.
Process II: The Majority Senate Leader shall pick 1 governor for each new state.
-Both processes listed above shall occur every three months
NOTE: A member may have 2 political parts (1 for their state and one for the appointment of the new position)
Section VI: Presidential Elections
Each new state will have 5 electoral votes: 1 for each senator, 1 for each representative, and 1 for the governor.
NOTE: The appointed members will have 2 votes in the general election
Section VII: Rules
- The senate leaders may not appoint themselves nor any of their alts to the positions
- The senate leaders may not appoint the President nor the Vice President to the positions. They may, however, appoint their alts
Section VIII: Passage
This bill will become effective immediatly upon passage.

i would like it but i think that with the game not functioning, this would just be too difficult.
Where would you get the candidates to be able to fill these positions?
If you explain that, then maybe I'll support this bill.
The people will ber appointed by the Leaders. It will be equal: 1 Dem and 1 Rep for both the Senate and the House. This means you, me, Buchanan, Carli, Rocka or anyone may be appointed. This will be decided by the Leaders.
Puerto Rico, as far as I know, doesn't even want to become a state. How do you plan to factor in these other 'countries' (IDK what else to call them), that have to have their own vote on the matter?
Also, there are, what, 11 American colonies? Why did you only single out Puerto Rico and American Samoa?
When you say "developed" what do you mean by that?
I have researched this issue, and found that the people of DC and Puerto Rico do pay US Federal taxes but have no voting representation in their national government. Puerto Rican citizens are born Americans, can serve in the army, but since Puerto Rico is only a territory they are not fully protected under the constitution.
I don't agree to all the terms in this bill, but I am willing to co-author new legislation with the author of this one after I do more research
